Deferred Convention Business Meeting - Thursday, July 16, 2020
Senate District 51 did not hold an in-person convention in 2020. We held two electronic ballots to endorse candidates, elect state delegates and vote on resolutions. The results are shown below. The remainder of our convention business will be conducted at our Central Committee meeting on July 16, 2020 at 7:00 p.m. Zoom link coming soon. Electing Senate District Officers, Directors and State Central Committee Members
Interested in a Senate District position? The Position Descriptions are shown below. Click here to submit your application to the Nominating Committee. The Nominating Committee will contact you to setup an interview via Zoom or you can click this link to schedule a time. Please allow at least 24 hours to give the committee time to review your application.
The Nominating Committee will present a list of candidates to the Central Committee at the July 16 meeting. Anyone interested in a position MUST screen. Officers, Directors and State Central Committee members are members of the Senate District 51 Central Committee. If you were elected as a Precinct Chair at the February precinct caucuses, you are already a member of the Central Committee until the next precinct caucuses in 2022.

Before the pandemic, the Constitution & Rules committee met to revise the Senate District 51 constitution. Their proposed changes will be voted on at the July 16 meeting. Click here to see the proposed changes.

Position Descriptions
CHAIR: The Chair presides at meetings of the Senate District 51 (SD51) Central and Executive committees. As the leader of SD51, the Chair works with DFL-endorsed legislative candidates to help get them elected. He or she helps set up precinct caucuses and conventions and opens the SD51 Convention following the procedures described in the State DFL Call. The Chair is responsible for managing the district, organizing candidate support, fund-raising, various events, and being the public face of the district. The Chair is a member of the Second Congressional District (CD2) Executive and Central committees. The Chair should be knowledgeable about the rules of the State DFL.
VICE CHAIR: The Vice Chair must identify as a different gender than the Chair. The Vice Chair presides at the SD51 Central and Executive committee meetings in the absence of the Chair. Other duties include assisting in the discharge of the Chair's duties and attending meetings of the CD2 Central Committee.
SECRETARY: The Secretary is responsible for taking and preserving the minutes and attendance records of all proceedings of the SD51 Executive and Central committees, coordinating mailings, communication with SD51 members and state organizations, and maintaining databases and other records. Some computer skills required.
TREASURER: The Treasurer is in charge of the funds of the Senate District. The Treasurer also completes and files all MN campaign finance reports for the district, issues SD51 MN campaign refund forms, maintains the checkbook, receives funds, pays bills and writes thank you notes to donors. Training is provided. Some computer skills required.
OUTREACH OFFICER: The Outreach & Inclusion Officer is responsible for outreach to underrepresented groups and shall conduct or sponsor wide-ranging, intentional and results-oriented activities designed to recruit and engage such groups in party affairs within SD51. The Officer ensures the district complies with affirmative action principles of the DFL.
COMMUNICATIONS OFFICER: The Communications Officer is responsible for maintaining the district website and managing social media activities in conjunction with the Secretary, sending communications as requested by the Chair, and maintaining an electronic repository of important district documents. Some computer skills required.
SENATE DISTRICT DIRECTORS: Directors serve on and perform functions assigned to them by the SD51 Chair and Executive or Central committees. These could include service on a committee involving the district budget, fundraising, database development, precinct development, voter registration, outreach, events, and candidate development. No experience required.
STATE CENTRAL COMMITTEE MEMBERS: The State Central Committee (SCC) is the governing body of the MN DFL between state conventions. It is the responsibility of our SCC members to make certain we are represented at these meetings by a full delegation. Meetings are held all over the state. SCC members attend SD51, CD2 and SCC meetings.

Endorsements
Senate District 51 endorsed Jim Carlson for the Minnesota Senate and Sandy Masin for the Minnesota House in 51A. Laurie Halverson was endorsed in 51B, but she is vacating the endorsement, and we will have a second election for the 51B endorsement.
State Delegates
Senate District 51 elected 42 delegates to the State DFL Convention. All State DFL Convention delegates are also delegates to the 2nd Congressional District (CD2) Convention. The CD2 convention and State DFL convention will be conducted by electronic ballot. Click here for a list of our delegates.
Resolutions
We voted to send 21 resolutions to the DFL State Convention. Only 21 resolutions received the 60% of the vote needed to send it to the next level. Click here for the resolutions we passed.

- Round 1: Reyer 34%, Maguire 26%, Erdmann 23%, Jenkins 17%; Jenkins eliminated.
- Round 2: Reyer 40%, Maguire 30%, Erdmann 30%; Maguire and Erdmann had the same number of votes, so the tie was decided by a coin flip. Erdmann eliminated.
- Round 3: Reyer 58%, Maguire 40%, No endorsement 2%; Maguire eliminated.
- Round 4: Reyer 89%, No endorsement 11%.
